TMPGenc might just let you import an H264 (I haven't used in forever). However I always try and demux MKVs before I do any work, so I have access to the source video stream in its native format. In either case, CCCP should be all you need as it comes with FFDshow, Haali, MPC, etc. If you have MPC-HC and can play MKV files correctly, then you should already have FFdshow installed, AFAIK. The 1st was to install Avisynth 圆4, Haali, and ffdshow.
